His journey in Jacksonville Jaguars didn’t last long and he joined Green Bay Packers in 1996.
While playing for Green Bay Packers, he set an NFL record of 875 punt return yards easily surpassing the old record of 692 yards set by Fulton Walkers. Then he joined Oakland Raiders in the year 1997 and played from there till 1998.
In 1999, he rejoined Green Bay Packers but left in the same year and joined Detroit Lions in 1999.
Howard spent his career in Detroit for the rest of his career until his retirement after the 2002 season. In 2005, he officially retired from playing football. After his retirement, he started to work as a college football analyst for ESPN.
